Newcastle United are set to miss out on another January transfer target.

Despite a need to improve multiple positions, Newcastle boss Eddie Howe has been forced to see players he thought highly of leave the club due to PSR constraints.

Before he moved to Aston Villa, Newcastle were offered Donyell Malen from Borussia Dortmund but seemingly passed up the opportunity to sign him.
With the transfer window soon coming to a close, Newcastle are now set to miss out on yet another player who they were in a good position to sign.

Tottenham Hotspur reach agreement for Fikayo TomorI
AC Milan defender Fikayo Tomori was eager to return to England after falling out of favour with Paulo Fonesca.
The 27-year-old has enjoyed more minutes under new head coach Sergio Conceicao. Despite the increase in game time, he is still keen to move away. Newcastle wanted to sign Tomori, but the £31.5m price tag was not deemed achievable.
CaughtOffside reported that Newcastle were favourites to land the England international before the window started. Juventus also wanted Tomori which made a deal much more difficult to do.
According to Gianluca Di Marzio, Tottenham reached a verbal agreement with Milan for Tomori. The fee has been reported at around £21m, significantly lower than the fee Newcastle were asked to pay.
While the agreement has been reached, it is now down to Tomori to decide whether he wants to move back to England.
With the transfer deadline just a couple of days away, Tomori is happy to stay in Milan until the end of the season at least.

While Tomori looks set to move elsewhere, Newcastle could return to Milan to sign a player they had strong links with in the summer.
German defender Malick Thiaw was on Newcastle’s radar. The two clubs failed to agree a fee for the move.
Howe is a big fan of Thiaw and was hopeful that a deal could be done in the summer before moving on to Marc Guehi. Milan wanted Newcastle to pay £35m for Thiaw which the Magpies deemed too much.
PSR may have been a factor in the deal – Newcastle could revisit a deal if they are in a better position in the summer.
Thiaw has made 18 appearances in all competitions for Milan this season, including three games in the Champions League.
