Kelly signed a five-year deal with Newcastle but reports from Turkey suggest his time on Tyneside could be short-lived.
According to Turkish outlet Haber Global, Fenerbahce have made an official offer to Newcastle for Kelly.
The report claims negotiations are ongoing between both clubs over a transfer fee for the 26-year-old defender. It does not disclose how much the bid was worth.

Newcastle had eased their interest in signing a centre-back this month following Sven Botman’s return from injury.
With Botman back in the mix, Howe has enough depth at centre-back to last until the summer. That would not be the case if Kelly left this month.
Newcastle could return for Guehi this month after their failed attempt to sign him in the summer. Reports have also claimed Newcastle are working on signing Antonio Silva, who is valued around £41m by Benfica.
Newcastle have already bid for Juma Bah, who is considered a top target. The £8.3m offer was rejected but Newcastle could step up interest if Kelly is on his way out this month.
