Newcastle are still looking for their first win of the season after a 2-0 defeat to Arsenal.
The match at the Emirates Stadium saw Howe sit in the dugout for a Magpies game for the first time.
His side managed to keep it relatively tight in the first half and could have had a penalty when Fabian Schar was dragged down by Martin Odegaard at a corner.
In the second half, at 1-0 down, Callum Wilson ran through on goal before going down.
Speaking to BT Sport after the game, Howe was asked about that Wilson incident.
He said: “You’ve got the penalty incident before the second goal, I haven’t seen it again.
“To me it looked like a penalty but I’d have to see it again and see why it wasn’t given.
“But Callum looks like he’s through one on one, but it wasn’t and we needed to defend it better as that second goal was a killer blow at that stage of the game.”
In another interview with BBC Sport, he said: “The game was decided in the incident with Callum Wilson and the penalty – a tough call against us – then they scored in the aftermath.
“I don’t know why Callum would go down – he was one on one, a great chance. Games swing on those moments. It feels like those big calls have gone against us.”
As Alan Shearer tweeted above, the Schar incident looked the stronger shout for a penalty but Howe was not asked about that one and did not mention it.
Those decisions would have made a huge difference to the game if one or both were given.
